Access Revenue Hawaii was founded by leadership with firsthand experience across multiple behavioral health disciplines, including clinical operations and patient care, case management, admissions, utilization review, and executive leadership roles in both UR and revenue cycle management. Combined with a team that holds clinical licensure, accreditation expertise, operational experience, and deep behavioral health billing knowledge, we bring an understanding of treatment operations that most RCM companies simply do not have.

THE FOUNDER'S STORY
I started in this field working at the ground level in an inpatient treatment center as a behavioral health technician. It was not long before I returned to school and began working directly with patients, first as a case manager and later as a counselor working one-on-one with individuals struggling with substance use disorders and co-occurring conditions.Over time, I held multiple leadership and operational roles across the behavioral health field, including Director of Admissions and Director of Utilization Review. Along the way, I became deeply involved in managed care coordination, contracting, appeals, credentialing, payer relations, and revenue cycle operations. I worked with treatment centers, agencies, group practices, and private providers while developing a firsthand understanding of how critical strong contracting, payer negotiation, credentialing, and operational workflows truly are.
Before long,I was managing revenue cycle teams and overseeing every corner of the billing process: claims, denials, audits, authorizations, payer contracts, and compliance operations.

Kevin E. Deeds, SAC, DAC
Founder, CEO, & Director of Account
Kevin Deeds is the founder of Access Revenue Hawaii, LLC, a behavioral health-focused revenue cycle management company established on the Big Island in 2022. With more than a decade of experience across behavioral health operations, Kevin has held roles in Clinical care, utilization review, admissions, appeals, and revenue cycle leadership.
His firsthand experience inside treatment operations gives him a unique understanding of the challenges providers face navigating insurance, authorizations, billing, and payer systems. Today, Kevin oversees client success, operational strategy, and complex utilization review initiatives for ARH, helping providers strengthen financial sustainability while improving access to behavioral healthcare throughout Hawai‘i.
Under his leadership, Access Revenue Hawaii has grown into a mission-driven organization focused on supporting providers, reducing administrative barriers, and keeping behavioral healthcare accessible within local communities.
Dr. Grudrun Baumgaertl, Ph.D
Finance Officer
Dr. Gudrun Baumgaertl serves as Chief Financial Officer at Access Revenue Hawaii, bringing together decades of experience in financial operations, behavioral health billing, and clinical support services. Originally from Germany, she holds a Ph.D. in Biology and Natural Sciences and has spent more than twenty years living on the Big Island of Hawai‘i.
At ARH, Dr. Baumgaertl oversees financial strategy, budgeting, reporting, and revenue operations, helping ensure long-term organizational and client financial stability. Her background combines academic rigor, operational leadership, and over a decade of behavioral health revenue cycle experience.
In addition to her financial leadership role, Dr. Baumgaertl has worked in direct behavioral health support settings, including substance use treatment environments focused on psychoeducation and motivational interviewing. Her combined clinical and financial perspective brings a rare depth of understanding to behavioral health revenue cycle management.
Christine Gilmore, MA, LAC, AADC, CSAC, ICDAC, CCTP
Operations Officer & Utilization Review Manager
Chief Operations Officer, Director of UM & Account Success Specialist
Dr. Christine Gilmore is our Chief Operations Officer, leads the Utilization Management Department, and supports Account Success at Access Revenue Hawaii, overseeing Internal Operations, clinical appeals, chart audits, authorization strategy, and provider training across outpatient, residential, and inpatient levels of care.
A licensed doctoral-level clinician with extensive experience in behavioral health utilization review, Dr. Gilmore holds a master’s degree in Clinical Substance Abuse Counseling and a PhD in Clinical Psychology with an emphasis in Marriage and Family Counseling. Her combined clinical and operational expertise enables her to effectively bridge patient care needs, payer requirements, and medical-necessity standards.
At ARH, she works closely with providers and treatment facilities to strengthen documentation quality, maximize authorizations, and support sustainable treatment operations throughout Hawai‘i and nationwide.
Ernesto Noblejas, MA
Compliance Officer &Director of Accreditation Consulting
Ernesto Noblejas, MA, serves as Chief Operations Officer and Director of Accreditation Consulting at Access Revenue Hawaii, bringing decades of experience in healthcare compliance, accreditation, operational leadership, and regulatory management to our RCM firm.
Widely recognized for his expertise in behavioral health and healthcare compliance, Ernesto works closely with providers, treatment facilities, and healthcare organizations, navigating accreditation, licensing, and regulatory requirements, including CARF, The Joint Commission (TJC), OSHA, CMS, DOH, and OHCA standards. His work helps organizations strengthen operational readiness, expand services, and successfully navigate complex survey and accreditation processes.
In addition to his role at ARH, Ernesto serves in healthcare safety and emergency management leadership within one of Hawai‘i’s largest healthcare systems. His contributions to healthcare operations and emergency response have earned national recognition, including the National Health Foundation’s Hospital Hero Award and Emergency Manager of the Year recognition for his leadership during the Maui wildfire response.
Donna Brock
Revenue & Medical Records Manager
With over 33 years of experience in medical billing and coding, Donna Brock is an indispensable force at Access Revenue Hawaii. As the company’s medical coding expert and revenue manager, she ensures that all accounts are balanced with meticulous precision, allowing us to generate comprehensive and accurate reports that drive financial success for our clients.
In her role in Revenue Management, Donna is relentless in her pursuit of accuracy—ensuring that every patient’s ledger balances down to the penny. She provides coding support and guidance to clients, meticulously reviewing claims manually before they undergo two additional software scrubbing processes before transmission to the clearinghouse.
But Donna’s real work begins after payments are received—she carefully processes remittance advice, ensuring accurate transmission of information from the clearinghouse to our software. Her extraordinary attention to detail allows her to navigate thousands of patient charts and dozens of client accounts, ensuring every figure aligns perfectly. She particularly enjoys the manual posting of payments, a task that highlights her unparalleled dedication to precision.

Teres Jones, BA, has been part of Access Revenue Hawaii since its earliest stages, helping transform the organization from an idea into a growing behavioral health revenue cycle company. As the former COO, Teres now leads internal wellness so the team that supports your practice stays healthy.
Drawing from a passion for mindfulness, somatic practices, and personal growth, she helps foster a culture centered on balance, compassion, and long-term wellness.

Jocelyn Dalilis, BS
Behavioral Health Billing & A/R Manager
Originally from the Philippines, Jocelyn Dalisis holds a Bachelor of Science in Pharmacology and brings extensive experience in insurance operations, including eligibility verification, benefits management, facility billing, professional billing, claims management, accounts receivable skills, and care coordination. Her deep understanding of the billing landscape makes her an invaluable asset to Access Revenue Hawaii.
As the Team Lead at Access Revenue Hawaii, Jocelyn orchestrates the team and provides support across all departments. Her extensive knowledge of revenue cycle management makes her the ideal leader here. She is adept at coordinating schedules, training new hires, creating policies and procedures, assisting in appeals, and managing her own caseload. Specializing in Behavioral Health and Substance Abuse institutional billing, she excels at submitting clean claims, interpreting RACR and CARC codes to effectively manage claims, resolve denials, win disputes, and ensure quick, expedited remittance. Her ability to multitask is unparalleled—handling all aspects of the Revenue Cycle with precision and efficiency, leading our clients to success.
Jocelyn plays a crucial role in provider success, regularly attending account success meetings alongside providers and their account success managers. Victoria Rodriguez, MSW
Utilization Review Specialist
Victoria Rodriguez, MSW, brings more than 20 years of experience in behavioral health, including over 15 years specializing in Utilization Review. She is passionate about advocating for individuals living with mental health and substance use disorders,working to ensure patients receive the medically necessary care and time needed to achieve lasting recovery.
Victoria holds a Master of Social Work and is certified in Trauma Training. Throughout her career, she has worked closely with behavioral health providers and payers to secure appropriate levels of care while helping remove barriers to treatment. Her experience includes work with detoxification programs, behavioral health services, child welfare, and domestic violence programs, giving her a comprehensive understanding of the complexities of behavioral healthcare.
At Access Revenue Hawaii, Victoria combines clinical knowledge, compassion, and strong payer advocacy to help providers deliver the right care, at the right time, for every patient.
